Access Guidance Card – ISPS CODE

WHAT ISPS CODE?

It's an international security code that protects ships and ports. It was established by the International Maritime Organisation (IMO), an entity linked to the United Nations (UN). The rule was established after the terrorist attacks on September 11, 2001, in the United States, and approved by the Brazilian government in the form of the law.

What are the objectives of ISPS CODE?

Detect and disarm security threats on ships and port facilities used in international trade by means of preventive measures of standard protection procedure. The code works with cooperation between governments, public bodies and companies.

What are the new rules for international maritime transport?

ISPS CODE defines security unit equipment and action; communication system and monitoring of access of people, cargoes and vehicles in the port area.

GENERAL GUIDELINES

Input of Charges, Vehicles and Persons:
Trucks – Transporting Containers must pass through GATE for weighing, identification of the driver, review and documentation control in SISCOMEX;

Trucks – must present invoice of the cargo to the regional vessel docked on the Roadway. They will be opened for inspection by the Security Unit, and all occupants must submit identification documents (CPF or RG) for registration and access control. The license plate number, destination boat, date and time will be registered.

Small vehicles – will be opened for inspection by the Security Unit and all its occupants must present identification document for access control, registration of the plate, destination boat, date and time;

Vehicle Boarding – They can only be shipped by owners or representatives with public power of attorney. It is necessary to provide documentation of the vehicle and driver, in addition to the statement of nothing.

  1. The maximum speed allowed within the Port Installation is 10 km/h;
  2. It is forbidden to leave the vehicle on the route between the port entrance and the Roadway/Torres pier. Any unauthorized passerby will be approached by the Security Unit.
  3. There are metal detectors in all entrances of Manaus Port.
  4. There will be magazines in all luggage, packaging and vehicles.
  5. It is forbidden to enter carrying drugs, firearms, ammunition, explosives, drugs/poisons, white weapons and wild animals.
  6. Under no circumstances is the entry of weapons carriers, except Public Security authority with prerogative in Law.
  7. There will be strict and specific supervision of the possession of any substance considered as drugs and smuggling in port.
  8. The use of identification badges within the Port Installation is mandatory. We recommend fixing it in a visible location, preferably at chest height.
  9. Suppliers and distributors of merchant products operating on the Roadway platform must maintain All its staff have been trained for the purpose of issuing IDENTIFICATION CRACHÁS, an indispensable condition for access to the area.
  10. The sale of food products or of any kind, as well as the stay of street vendors on the Roadway pier, is prohibited.

Sound Alarm Signals:
There is a "sirene" type alarm system in Manaus Port, used in emergency situations, according to the following code:

Emergency = Intermittent / Evacuation = Continuous
When listening to the alarm the visitor shall immediately seek a security unit guard, or address the convergence points and follow the guidelines offered.

To Shipowners – You're not allowed to work on the Roadway pier and the Boats in sandals. It is also forbidden to work in the Bays or Platform without the use of the Personal Protection Equipment (EPI), and its use will be monitored by the Ministry of Labor and Porto Security Unit. The employer is required by law to provide and demand the use of PPE by his employees and pre-arranged.

  1. It is prohibited to park cars owned by shipowners in front of the vessel. They must park their vehicles in the reserved area called ‘Enasa’.
  2. The fuel supply should be made only outside the facilities of Manaus Port, thus avoiding any kind of sinister that results in damage to the terminal, passengers, crew and third parties.
  3. The use of electrical cables with or in poor condition for connections between the vessel and the terminal is not permitted. If found, they will be turned off.
  4. Ships shall provide, for the boarding and unloading of their passengers, the use of boards with handrails and bodyguards, for the protection of all those using the Roadway;
  5. Repair with welding machine, sanders or gun painting is prohibited as long as the vessel remains anchored on the Roadway;
  6. The storage or handling of any type of fuel, in drums, barrels, barrels or other container, in the docking pier, is prohibited because they are high combustion flammable and fire risk;
  7. It is not permitted to dock at the back of other vessels on the Roadway.

WARNING

According to PORTARIA n° 194, of 6 of AUGUST 2004, which disciplines access of people and vehicles to the areas and customs enclosures jurisdictionalized by the Customs of the Port of Manaus, we inform that:
Art. 1o – Entry into customs areas and enclosures will only be admitted to those who perform professional activities and vehicles with an object of service during the period strictly necessary to carry out their activities.
Art. 19o – Press agencies should request permission from the ALF/MNS Chief of Staff to conduct reports in areas and enclosures under customs control.
Article 41 — Unauthorised access to the area or enclosure under customs control shall subject the offender to the following penalties (Article 107(a) of November 1966, as amended by Article 77 of Law No 10,833, of 19 December 2003):

  1. R fine$ 500,00 (five hundred reais) per person’s entry into a place or enclosure under customs control without the regular authorisation applied to the administrator of the site or enclosure;
  2. R fine$ 200,00 (reais) for persons entering the place or enclosure under customs control without the regular authorization.

§ 1. The fines under this article do not allow any reduction in value and do not prejudice the application of other applicable penalties.
